Release Version 2.4

Goal management version 2.4 includes streamlined workflows for administrators to manage associations between sites and to modify permissions in each site. Users can now view activities and reports from several sites without having to leave the current site, and can rate activities from within the goal management tool. We have also added support for "goal-aware" OSP wizard and matrix tools.
